Saying that the filibuster rule has been "abused" in the past, Harry Reid is proposing changing Senate rules to limit the GOP's ability to filibuster bills. That Reid is concerned about the abuse of the filibuster, or of rules in general, is laughable. He has been completely unconcerned regarding not passing a budget in nearly four years, in clear violation of Article I of the Constitution. Additionally, I doubt that he is concerned that the filibuster has been "abused". After all, this Senate Rule also benefits the Democrats when they are in the minority. That is, unless Harry Reid believes that the GOP is going to be a minority for an extended period of time, and thus seeks to further weaken their influence in the Senate, ensuring that he and the Dems can push through more legislation that grows the size of government. This along with a weak-in-the-knees Speaker Boehner in the House could make the next four-plus years extremely damaging to the country.
Reid moves to limit GOP filibusters

Senate Majority Leader Harry Reid said Wednesday that he will try to push through a change to Senate rules that would limit the GOP’s ability to filibuster bills.
Speaking in the wake of Tuesday’s election, which boosted Senate Democrats’ numbers slightly, Mr. Reid said he won’t end filibusters altogether but that the rules need to change so that the minority party cannot use the legislative blocking tool as often.
