Worst Run State in the U.S.? CA Dem Proposes Bill That Will Shutdown Small Restaurants

Is this the new face of "authentic" Mexican food restaurants for Californians?
With California tied for the worst unemployment rate in the country (9.6, not counting those who have dropped out of the labor force), Democrat Mark DeSauliner (Concord) has proposed a bill (SB-747) that would require every restaurant to pay for, and conduct "risk assessment" testing on every item on their menu, and provide a "Public Health Impact Report", along with a mitigation plan for any impacts.  The rationale for the bill is to determine if their food "contributes significantly to a significant public health epidemic".
Am I missing something here?  Where are we seeing an "epidemic"of people getting sick and dying from eating out at restaurants? I thought the whole purpose of the our health and safety codes, along with inspections currently in place do that. The "fat epidemic", maybe? We consumers are already deluged with information about calories, fat, trans-fats, salt, and everything else on menus, it is practically overwhelming. The facts to make sensible choices are already there.
There aren't any epidemics! This is another "crisis" created by a politician to steal more money from the people of California.  It has nothing to do with safety, and everything to do with extortion.  Extortion that will literally put every small restaurant in the state out of business, leaving only the cookie-cutter chain restaurants to survive.
In a state with the largest Hispanic population in the country (14.1 Million), how ironic (and sad) will it be to have Taco Bell be representative of "authentic" Mexican food?

The State of California has one of the worst proposals of any legislature in the country this year with a new bill that would force every restaurant and food service business in the state to commission an expensive "risk assessment" test for every menu item.

Such a test could cost thousands of dollars for every food item sold. This outrageous and cost prohibitive testing would certainly cause all but the biggest chain restaurants to go out of business almost instantly.
